Thus, the document provides for a gradual transition to the formation of the Armed Forces of Ukraine on a professional basis. In particular, the introduction of a model of an intensive military training system as a possible alternative form of military service and the termination of the conscription of Ukrainian citizens for military service.
As the president himself noted, speaking at the grand opening of the seventh session of the Verkhovna Rada of the IX convocation, the document is aimed at improving the level of social security for the Ukrainian military, increasing the number and strengthening of the Armed Forces of Ukraine.
“This decree is the start of Ukraine's transition to a professional army. This decree is not because "war is coming soon." This is what I tell everyone. This decree is so that soon and in the future there will be peace - peace in Ukraine, ”Zelensky is quoted on the official website of the President of Ukraine.
In addition, the decree provides for a gradual increase in the monetary allowance of all military personnel to a level not lower than three minimum wages, an increase in the duration of contracts, the development of a housing concept for military personnel, veterans and their families, as well as a career development system for officers.

Ukrainian Defense Minister Oleksiy Reznikov said on December 5, 2021 that the Ukrainian army has changed, today it is “one of the strongest” in Europe with more than 400,000 combat veterans. At the same time, Reznikov sees the only uncertainty in Europe's understanding of what "a full-scale Russian invasion of Ukraine will mean for the rest of the continent."
