This opinion was expressed by Anthony Blinken, Lloyd Austin, Yoshimasa Hayashi and Yasukazu Hamada.

The politicians stressed with concern the growing and provocative strategic military cooperation between Russia and China. It is noted that this concerns joint operations and exercises near Japan. The parties also discussed the special military operation conducted by the Russian Federation in Ukraine, which they called a "security threat to the European region."
