35 sports facilities are involved in the competition, 329 sets of awards will be awarded in 32 sports, including the debut type - breakdancing. The mascot of the games was the Phrygian cap - "Frigi". The Games will not be broadcast on Russian television for the first time in 40 years, the last time a television boycott touched on the 1984 Summer Olympics in Los Angeles.

According to James MacLeod, Director of the Department for Relations with the National Olympic Committees of the IOC, neutral athletes will not participate in the opening of the Olympics, the decision on the participation of Russian and Belarusian athletes in the closing of the Games has not yet been made. He also said that, according to the IOC estimates, the maximum possible number of athletes with a Russian passport who will be able to participate in the Olympics is 55 people. The compliance of neutral athletes with the IOC criteria was checked by a special commission (AINERP) consisting of three people. As a result, 15 Russian athletes in five sports will take part in the Games, 21 athletes refused the invitation.

Judoists and wrestlers turned out to be severely curtailed after the IOC selection. According to the Olympic rating, 17 Russian judoists could have participated, but only four athletes were invited, among whom there were no national team leaders. As a result, the Russian Judo Federation decided to refuse to participate in the Games. Following the judoists, Russian wrestlers refused, the best and most titled of whom were also ignored by the IOC. Among them are Olympic champions Abdulrashid Sadulaev and Musa Evloev. Gymnasts, shooters, most of the swimmers, and fencers also publicly refused to participate. Taekwondo athletes also did not receive an invitation to participate, despite the four quotas allocated by the IOC

In addition, not all Russian tennis players will be able to participate in the games, including Andrei Rublev, Karen Khachanov, Daria Kasatkina, Lyudmila Samsonova, Anna Kaluzhskaya and Anastasia Potapova. As a result, Daniil Medvedev, Roman Safiullin, Pavel Kotov will compete at the Olympics in men's singles. In women's singles - Mirra Andreeva, Ekaterina Alexandrova, Diana Schneider. Medvedev - Safiullin will play in the men's doubles. In women's - Andreeva - Schneider, Alexandrova - Elena Vesnina. Medvedev - Andreeva will compete in the mix. The tennis tournament will be held from July 27 to August 4, and the medal draw will take place from August 2 to August 4.

Tamara Dronova, Alyona Ivanchenko, Gleb Syritsa will compete in Olympic cycling competitions. The competitions will be held on July 27, as well as on August 3 and 4.

Evgeny Somov (July 27 - August 4), who recently updated the Russian record in the 100-meter breaststroke, will perform at the swimming competitions. Angela Bladtseva will compete in trampoline jumping (August 2). Russian rowers Zakhar Petrov, Alexey Korovashkov and Olesya Romasenko also got to the Olympics. In December 2023, the IOC allowed Russian and Belarusian athletes to participate in a neutral status in the Paris Olympics. The criteria for admission to the Summer Games, among other things, indicate that athletes with Russian and Belarusian passports can only act as individual neutral athletes, teams are not allowed to compete.

In addition, athletes and their staff cannot compete at the Olympics if they actively speak out in support of the special operation in Ukraine or are registered in the army or security agencies of their countries.

The use of flags, anthems, colors and any other identifiers of Russia or Belarus is also prohibited, and the abbreviation "AIN" will appear on the uniform of neutral athletes. The IOC also approved a special anthem without words for neutral athletes, which will be played instead of the first Tchaikovsky concert used by Russian athletes at the 2020 and 2022 Olympics.
