State Duma Raises Fines for Driving without Technical Inspection
OREANDA-NEWS. On Tuesday, July 9, the State Duma adopted in the second reading draft laws aimed at combating the issuance of fake diagnostic vehicle inspection cards (MOT) of a car without actually passing it.
The law on the introduction of fines for issuing diagnostic cards without a technical inspection provides for the possibility of a fine of 2,000 rubles, if such a violation is identified. Moreover, repeated fines are allowed on a daily basis (but not more than one per day), if the driver’s violation is not corrected and he is again caught on it.
Increased fines - up to a maximum of 300 thousand rubles - are also introduced for technical inspection operators who conduct it without accreditation. Deputies also adopted changes to Art. 171 of the Criminal Code of the Russian Federation, according to which the absence of accreditation, if it is obligatory in the national accreditation system or in the field of technical inspection, may entail criminal liability.
The authorities intend to identify the violators with the help of cameras, therefore the reservation that a driver can be punished once per knock is advisable: after all, the violator can collect several such fines per day. In addition, the law implies mandatory photographing the process of inspection.
