The introduction of this restriction, which is harmful to the Belarusian airline "Belavia" and the persons using its services, was carried out without preliminary negotiations to resolve possible disagreements, which is also a violation by Ukraine of its international legal obligations towards Belarus. "

The department noted that, taking into account the incidents with the Siberia Airlines aircraft shot down during the exercises of the air defense forces of Ukraine in 2001, and the Malaysia Airlines aircraft shot down over the territory of the eastern part of Ukraine in 2014, as well as the threats in In 2016, the use of military force against the Belavia aircraft raises doubts about the sufficiency of Ukraine's provision of flight safety and aviation security, as well as its objectivity and non-politicization in assessing the ability of Belarus to ensure flight safety and aviation security.
