OREANDA-NEWS In Russia want to limit the speed of kicksharing electric scooters to 15 km / h, as well as prohibit their passage through pedestrian streets. Izvestia got acquainted with a copy of the letter to the Ministry of Internal Affairs and the Ministry of Transport signed by a member of the State Duma Committee on Construction and Housing from United Russia, Alexander Yakubovsky. In addition, it is proposed to prohibit people under 18 from using these vehicles.
The number of accidents involving personal mobility equipment (SIM) is constantly growing in the country. In 2019, 147 cases were recorded, in 2020 - 430, in 2021 — 704, in 2022 - 976. Last year, 19 people died in such accidents, 941 were injured, the letter says. "We have to look at the statistics of SIM incidents — its continuous growth shows that the changes made are not working yet. In this case, it is necessary to ensure the safety of pedestrians by reducing the speed of electric scooters to 15 km/h," Alexander Yakubovsky said.
The idea is supported in the LDPR faction. This is one of the typical situations for the last decade when technological development is ahead of regulation, said State Duma deputy from the LDPR faction Stanislav Naumov.
Vehicles that can reach speeds even up to 25 km/h must be strictly controlled, agrees Dmitry Tomilin, CEO of the Eterna company.
