OREANDA-NEWS. In the course of switching over to electronic vehicle licences, KAMAZ is finishing the integration of corporate systems with the portal of electronic licences.

From July 1, 2018, registration of electronic vehicle licences will become obligatory for everybody, and paper vehicle licences won't be issued anymore. The system of electronic vehicle licences is created by Rostec by order of and with the direct support of the RF Ministry of Industry and Trade. The system is developed and administered by Electronic Passport JSC, part of Rostec State Corporation.

Russia sees a transition period now, during which vehicle producers on the Russian market, depending on their readiness, will gradually switch over to electronic vehicle licences at the moment they choose till July 1, 2018. It is noteworthy that the Research and Development Center is responsible for data input in the electronic database at KAMAZ. According to Head of Service for Certification and scientific and technical documentation of the R&D Center Sergey Nefedyev, they were working in this area for the whole last year. Therefore, by the time the electronic standard is in effect, KAMAZ will have been fully ready for adopting the new system. "During the transition period, being administrators of electronic licences, we are carrying out preparatory works with all vehicle producers. We are testing the system, identifying problems and solving arising questions so that all interests and wishes of participants of the electronic licence system could be taken into account to the maximum extent," told Ilya Minkin, Director General of Electronic Passport JSC. "However, in the long run, each certain company is ready as much as it wishes to take part in the preparatory actions. And we are glad that KAMAZ is, undoubtedly, one of those enterprises which are taking active steps in this area.

Switching over to electronic licences will enable all participants, including vehicle producers, cut their expenses. In the first run, these are expenses for storage and transportation of paper vehicle licences which are accountable documents to be specially handled. Expenses for office equipment will also be reduced because dot matrix printers used for printing on vehicle licences and photocopying of ready documents will no longer be needed. Moreover, transition to electronic vehicle licences will enable to optimize human resources earlier engaged in paperwork. Information systems of large companies such as KAMAZ will be reconfigured and integrated with electronic licence systems. No additional expenses for data security will be required.

Besides, the information system will be synchronized with systems of various bodies: Russian Ministry of Internal Affairs, Federal Customs Service, Federal Tax Service, Russian Association of Motor Insurance, auto makers' and dealers' in-house IT-systems. It will help GIBDD workers and public officers quickly receive information about a vehicle, and give vehicle owners access to a vehicle profile online: from the moment when the vehicle came off the conveyor line to information about the quantity of its owners and road accidents it suffered.

Another major advantage of electronic licences over paper documents is much more information about vehicles. Paper licences contain 10-15 fields (VIN, identification mark, weight, colour, producer), and electronic licences will store about 45 values for all vehicle units. Of importance is the fact that electronic licences can't be lost.
