OREANDA-NEWS  The Federal Customs Service (FCS) has stopped allowing some household appliances popular with residents of the country to enter Russia. The restrictions affected air conditioners, industrial and household refrigerators, Kommersant writes.

Starting in the middle of last month, the agency began requesting licenses from suppliers of equipment with R-410 freon. This affected the freezing of part of the supply of these products. This decision of the Federal Customs Service is explained by the need for a license from the Ministry of Industry and Trade for the import of equipment with the appropriate mixture in the composition.

According to the source, equipment supplied from all countries, including the CIS countries, fell under the restrictions. As Igor Prudnikov, CEO of the Eurasian Heating Systems Market Association, clarified, in connection with the current situation, since November 12, losses of air conditioning suppliers due to downtime of containers with equipment can amount to up to 300 million rubles.

In October, a requirement to obtain licenses for the import of equipment with refrigerant mixtures was published on the website of the Ministry of Natural Resources. According to the manufacturers of air conditioners, before that, the customs service had not requested a license for the specified equipment — this concerned only the freon itself. At the same time, obtaining the appropriate license takes at least 45 days. Draining freon from the equipment before customs clearance can help to circumvent the requirement — then it can be poured already on Russian territory. "However, this increases the supplier's overhead costs," said Dmitry Kuzin, director of the Association of Climate Industry Enterprises.

If the situation does not change in the near future, about 400 containers with equipment for a total cost of two billion rubles may hang in Chinese and Russian ports. This, in turn, can affect the cost of goods due to the fact that importers will be forced to include all costs incurred in the price for the end user.

It is possible that in the end these restrictions will lead to disruption of the delivery of social facilities and strategic industrial enterprises, the source said.

At the end of last month, large foreign and Russian manufacturers of household appliances, such as Beko, Tefal, Kuppersberg and others, warned about the increase in prices for retailers' goods. For example, the SEB-Vostok Group company, which manufactures goods under the Tefal, Rowenta and Krups brands, has notified about an average price increase of ten percent from the beginning of next year. They explained such measures by the rise in the price of components and logistics, as well as an increase in the cost of working capital.

The company, which manufactures equipment under the popular brands Beko and Indesit among Russians, promised to raise prices for all products from December 2, saying that current conditions do not allow to continue to restrain price growth.

As Kommensart wrote, the growth in value is primarily influenced by the Central Bank's key rate, exchange rates and logistical costs. A source among distributors, in turn, predicted that the cost of all consumer electronics could rise by more than 20 percent next month.
