OREANDA-NEWS   The State Duma adopted a law on conducting from July 1, 2023 to June 30, 2025 on the territory of the Kaliningrad Region an experiment on simplified registration by individuals of goods for personal use sent by express carriers to the rest of the Russian Federation.

The initial version of the document was aimed at harmonizing Russian legislation with the norms of the EEC on the application of free customs zone (FTZ) procedures in special, free, special economic zones and on the territories of the Russian Federation equated to them.

As part of the second reading on Wednesday, the State Duma supported a number of amendments, including a two-year experiment in the Kaliningrad Region on the use of a passenger customs declaration for express cargo in respect of goods for personal use placed under the STZ procedure or manufactured (obtained) from such goods. This applies to goods delivered to the rest of Russia by a freight forwarding company or a courier delivery service, the recipient or sender of which is an individual.
