IDGC of Centre Implements Occupational Standards
In preparation for the implementation of changes in the labour legislation of the Russian Federation in January 2016 the Working Group and the Commission on the implementation of occupational standards in IDGC of Centre were created, consisting of heads and employees of structural divisions, whose competences allow to analyze and generate drafts of administrative decisions regarding applicable occupational standards aimed at the fulfillment of requirements of the Russian legislation in the field of labour relations and productivity. The Commission analyzed the approved occupational standards for their applicability to job titles (occupations) of the Company’s employees, as well as the Russian Federation legislation analysis was carried out in terms of compensations, benefits, restrictions and requirements to skills.
Based on this analysis, the Commission adopted a number of decisions on the specifics of the implementation of occupational standards in the Company.
The Company performs activities for the implementation of certain occupational standards according to different scenarios. To date, the scenario is being realized, which assumes the implementation of occupational standards, which are subject to the requirements under Articles 57 and 195.3 of the Labour Code of the Russian Federation. The Company defined such occupational standards as: "Accountant", "OSH specialist", "Worker for maintenance and repair of overhead power lines", "Worker for maintenance and repair of cable power lines" and "Welder". For its implementation the Company performed work to align job titles and assess the level of training of employees to criteria of the specified occupational standards.
Please, be reminded that the introduction of occupational standards is defined in the instructions of the Russian President. According to the amendments made to the Labour Code of the Russian Federation with Federal Law dated 03.12.2012 N 236-FZ, it was supplemented by Art. 195.1, which included the concepts of employee qualifications and occupational standards. Please, note that from 01.07.2016 as amended, provided for with subparagraphs "a" of paragraph 2 of Art. 1 of Federal Law N 122-FZ, there was a clearer definition of the occupational standard: it is a characteristic of qualification required for the employee to carry out certain types of occupational activities, including to perform a specific job description.
Occupational standards are approved by the Ministry of Labour and Social Protection of the Russian Federation.
Occupational standards reveal the occupational activity of specialists at different qualification levels and related with a general technological task (research, production, design, maintenance). Along with this the description of the requirements to a specialist in occupational standards is complex with use of a modern design in the form of a combination of requirements to knowledge, skills, occupational skills and work experience. These features of the occupational standards make them the basic elements of the national qualifications system, linking the area of work and vocational education.
"Occupational standards are another effective tool for HR management and social policy of the company," considers Chairperson of the Commission, Deputy General Director for Human Resources Management and Organizational Design of IDGC of Centre Inna Gromova. "They implementation will have a positive impact on increasing productivity, employees’ motivation to receive additional education and expand their competencies," she added.
