OSAGO Insurance Policy to Bear QR Code
OREANDA-NEWS. A new OSAGO (compulsory motor third party liability insurance) insurance policy form to be introduced by the Bank of Russia will feature a QR field to enable retrieval of OSAGO contact data on the Russian Motor Insurers' Union site.
The data will include, in particular, details of the insurance company as party to an OSAGO contract; the authenticity of a police could be established by a car owner, a State Automobile Inspectorate (GAI) officer or an insured person.
'The step is aimed at better protection of car owners' rights, and it is to counter counterfeited OSAGO policy forms', explains Igor Zhuk, Director, BoR Insurance Market Department. 'A QR code will make it simpler to verify a policy, as you wouldn't have to deal specifically with the Russian Motor Insurers' Union website services. The hyperlink to the data on a specific OSAGO contract will be activated.
The rollout plans provide for the current non-QR code policy form to remain in use for execution of OSAGO contracts through 1 July 2016.
Such are the anticipated amendments to OSAGO Rules. The draft Instruction is now available on the Bank of Russia website so an independent anti-corruption assessment could be accomplished.
According to Igor Zhuk, the document features a few other innovations meant to help insurance customers rid of forced additional services as they conclude OSAGO contracts. These include a new requirement for appearance of the cost of a policy. The amount of insurance premium due would now be indicated in a text box in the right upper corner.
Additionally, the policy form would now specify detailed calculations of insurance premium, showing all ratios determining the final cost of insurance including bonus-malus.
The draft regulates, inter alia, the timeframe for vehicle checks and the timeline for OSAGO contacts to be concluded. Insurance providers' reference to the need to inspect the vehicle would not enable them to avoid from entering into a contract. A check would only happen if the location, date and time thereof suits the insured person.
