MITC: Postal market of Moldova will be gradually liberalized and modernized
OREANDA-NEWS. March 21, 2016. The Law on Postal Communications was voted in the final reading by the Parliament. The document was drafted by the Ministry of Information Technology and Communications in order to transpose the new provisions of European Union law.
The Law on Postal Communications focuses on two major objectives: liberalization of the internal postal services market and guaranteeing the provision of universal service in the terms of a liberalized market.
The document establishes the gradual liberalization of the postal services of Moldova, offering an opportunity to the economic agents to provide services of correspondence transmitting. The voted draft of law defines technical regulations and the notions that characterize modern postal services under free market conditions.
At the same time, the new law launches the universal postal service, which creates necessary conditions to continuously provide quality postal services at an affordable price in all the localities of the Republic of Moldova. The Universal postal service includes the set of services established by the European Directive, and its supplier is designated the State Enterprise "Posta Moldovei".
The document also regulates the financing mechanisms of the universal postal service and sets out tariff principles, as well as minimum quality requirements.
The National Regulatory Agency for Electronic Communications and Information Technology is designated as a regulator of the postal sector.
The adoption of the Law on Postal Communications is part of the National Plan of Action on the implementation of the Association Agreement between the Republic of Moldova and the European Union and ensures the compliance of the national law with the provisions set out in the Directive 97/67 / EC of the European Parliament concerning common rules for the internal market development of the European Community postal services and improving the service quality.
