Decentralization among core priorities of Government of Ukraine Action Plan for 2016
OREANDA-NEWS. March 17, 2016. Government published at its website the Action Plan for the Cabinet of Ministers of Ukraine for 2016.
The basis of the Plan constitutes substantive tasks to be implemented by the Government during the year. Each task contains specific activities, responsible parties, deadlines and expected results.
Among the top priorities of the Plan is decentralization - a reform, which is coordinated by the Ministry of Regional Development on behalf of the Government.
In the relevant part the document envisages the establishment of an effective system of regional development management, the legal framework for the decentralization process, the availability and quality of administrative services, the enhancing responsibility of local authorities.
In particular, to improve the tools of financing regional development is planned through making the relevant amendments to the Budget Code and the Law of Ukraine On Fundamentals of State Regional Policy before May 1 and the adoption of a number of Government’s decrees and orders of the Ministry of Regional Development.
There was also planned support and legislative framework for amendments to the Constitution of Ukraine concerning decentralization of power. The necessary draft laws, such as On Administrative-Territorial Structure of Ukraine, On Local Self-Government in Ukraine (a new redaction) and On Prefects, must be adopted within three months after the entry into force of amendments to the Constitution concerning decentralization of power.
To create and support centres for administrative service provision in March there has to be elaborated a draft law on the funding of the centres for administrative service provision. At that, minimum requirements to the centers for administrative service provision are in place.
Aimed to increase the responsibility of local authorities the Government will present before the second reading in the Verkhovna Rada a draft law on service in local self-government bodies (registration No. 2489), and aftermath, during six months will develop the relevant normative-legal acts to ensure implementation of this law.
In addition, in the first half of 2016, there is planned streamlining of the remuneration system in local self-governments, as well as the development of draft legislative acts to enhance responsibility of officials and local governments for making decisions that violate laws and the Constitution of Ukraine.
The decentralization of the system of architectural and building control stipulates for the implementation of the adopted legal acts and providing organizational and methodological assistance to local authorities in the process of exercising the received powers.
Moreover, the Plan outlines specific objectives for the formation of capable communities and their sustainable development, enhancing of the funding base of the communities, creation of mechanisms of public and government control over activities of local authorities.
