OREANDA-NEWS. IDGC of Centre initiated the development of organizational and technical measures to ensure the introduction of partial or complete restriction of a consumption mode of the largest consumer debtors in the Voronezh and Yaroslavl regions. The corresponding initiative was announced by PJSC GC "TNS Energo", which performs in these regions the function of a supplier of last resort, its essence was stated in a letter of the head of the holding Dmitry Arzhanov to General Director of PJSC "Rosseti" Oleg Budargin. The head of one of the largest independent retail companies in Russia, ("TNS Energo" operates in 11 regions of Russia) offers with joint efforts of its member suppliers of last resort and subsidiaries of "Rosseti" to implement in 2016 a set of measures aimed at improving the payment discipline.

It is primarily about consumers, who violate the terms of payment, whose limitation of power supply can lead to economic, environmental and social consequences. According to the presented "TNS Energo" data, in the Voronezh region the debtors in this category are primarily municipal administrations and utilities, in the Yaroslavl region - LLC "Tutaevsky water utility". As noted in the letter, these consumers often do not pay the debts for electricity consciously using their position. The efforts of enterprises - suppliers of last resort to recover their debts through the courts do not allow to quickly get money, including required for settlements with grid companies for electric power transmission services.

To encourage this category of non-payers to fulfill their contractual obligations, "TNS-Energo" offers greater use of the law that provides for the measure as a restriction of power supply to the level of emergency reservation as defined in the Rules of development and use of schedules of emergency restriction of a power consumption mode, approved by Order of the Ministry of Energy of the Russian Federation from 06.09 .2013 №290. This level ensures the safety of people's lives, safety of systems and equipment, but does not allow for a technological process. In this context, "TNS-Energo" proposes to establish a joint working group that will develop and implement mechanisms of forcing the consumer to registration of acts of emergency reservation, as well as organizational and technical measures, which will allow introducing restriction of power supply.

IDGC of Centre supports the initiative of "TNS Energo". As the company pointed out, in the relations with all counterparts without exception it aims to consistently pursue a policy of constructive cooperation in terms of the development of effective mechanisms for debt repayment in view of the current macroeconomic situation. This approach is well understood: a significant portion of the debtors, including state-owned companies and private businesses, despite the difficult economic situation, are making every effort to fulfill contractual obligations in full. The result of this cooperation was in 2015, in particular, the full payment for electric energy transmission services by "TNS Energo".

Unfortunately, not all contractors have such responsible attitude. This applies, in particular, to the largest debtor among the working electricity suppliers of last resort in regions of the service area of IDGC of Centre, JSC "Atomenergosbyt" (a subsidiary included in the State Corporation "Rosatom" CJSC "Concern Rosenergoatom"). Since spring 2014 the company has been acting as a supplier of last resort in the Kursk, Smolensk and Tver regions, and throughout this time it has overdue receivables steady growth. So on 01.01.2015 it amounted to 0.6 billion rubles, on 01.07.2015 - 0.9 billion rubles, on 01.01.2016 - 2.4 billion rubles, and on 18.01.2016 - 3.1 billion rubles. JSC "Atomenergosbyt" is the second-largest debtor in the level of arrears after GC "Energostrim", deprived of the status of a supplier of last resort, and in the process of bankruptcy. In view of the entry into force of the provisions of Federal Law № 307-FZ, the consequence of such a position will further increase the debt burden of JSC "Atomenergosbyt": the size of fines, calculated for the company in the period from 5 to 31 December 2015, already made about 38 million rubles.

IDGC of Centre intends to continue to consistently pursue non-payers to fulfill their contractual obligations in full and unconditionally, using all available legal instruments. At the same time, the company is still open to constructive dialogue regarding development of effective mechanisms for debt repayment in view of the current macroeconomic situation, and in some cases real financial capacity of its counterparties.
