OREANDA-NEWS. Prime Minister of Ukraine Arseniy Yatsenyuk instructed to recalculate the bills for heat supply provided by all facilities for inefficient services. He stated this at the meeting of the Interdepartmental operative response headquarters of the State Commission for technogenic and ecological safety and emergencies on Friday, January 8.

Arseniy Yatsenyuk noted that a large number of complaints had been received from citizens, particularly residents of Kyiv about relatively low temperature of heat carriers.

The Head of Government reminded that the Government had taken a decision, "which clearly stipulates the obligation to recalculate bills in case service is not provided in full or efficiently": "Inefficiently – it means that when the battery is cold, but they put it in [bills – ed.] as for hot".

"It depends on the quality of the service. The service is provided in full – so it is paid in full. If the service is not provided in full, it is not paid", said Arseniy Yatsenyuk.

The Prime Minister commissioned to recalculate the sums for all heat supply facilities, where the service was provided inefficiently:"But the main thing is to plan in the current year appropriate repair activities for such houses."

He noted that among the key aspects of the reform in the energy sector is the quality of Teplocommunenerho (district heating providers): "that is the quality of their work".

"I require addressing this question immediately to the Kyiv authorities", emphasized Arseniy Yatsenyuk.

The Head of Government reminded that the previous year the performance of local budgets had improved by 40%: "I hope this year will also be very fruitful for local budgets. A core question is where the money is spent".

He reminded about the implementation of local energy efficiency programs and noted these programs had been effective in the Lviv region and some other regions: "For Kyiv and for all other cities it is vital to send that money directly to the efficiency, i.e., maintenance of networks and insulation of houses."

Part of these funds, according to him, is reimbursed from the state budget: "Definitely, we will transfer it, but it won’t warm the house. We will succeed only when the network is restored, windows are replaced and houses insulated. And it is our common task as well to ensure implementation of the energy reform".
