In order to ensure Government support of the Vostochny Petrochemical Complex strategic investment project, a number of measures are planned to provide conditions for designing and deploying facilities, building infrastructure facilities, including under Government and federal targeted programmes, and ensuring the resource base.

The signed directive approves an action plan (road map) for the implementation of the Vostochny Petrochemical Complex strategic investment project (hereinafter referred to as the Project and the VPC, respectively), and a list of the VPC infrastructure facilities, some of which may be included in Government and federal targeted programmes.   

A number of measures have been envisioned in order to provide Government support for the implementation of the Project.

In particular, measures on providing conditions for the design and deployment of the facilities refer to the following: agreement and approval of the General Gas Supply and Gasification Scheme of the Primorye Territory; consideration of an application for issuing specifications on connecting VPC facilities to the main pipelines and gas distribution grids; preparation and introduction of amendments to the territorial planning map in the area of power supply; expansion of and changes to the boundaries of the sea port of Nakhodka regarding the construction of a sea terminal in the Vostok Bay; preparation of the VPC facility design documentation and its submission to the state expertise; submission of a financial and economic model and a comprehensive plan of the infrastructure development in the first and second stages of the VPC to related federal bodies; and other measures.

In addition, federal executive bodies are to submit proposals on changes in respective Government and federal targeted programmes so as to ensure the funding of the construction or reconstruction of the VPC infrastructure facilities.
