National Bank of Ukraine Completes the Second Stage of Centralization of the Regional Offices Network
NBU Board Resolutions №712 – 714, 723 – 730, 748, 763 – 765 and 818 were issued to this effect. Pursuant to these resolutions, the functions performed by the NBU regional offices in Odesa, Zaporizhia, Sumy, Volyn, Mykolaiv, Khmelnytskyi, Kherson, Ternopil, Zakarpattia, Poltava, Lviv, Kharkiv, Dnipropetrovsk, Rivne, Chernivtsi, Donetsk, Luhansk Oblasts, and the Autonomous Republic of Crimea have been transferred to the respective structural units at the level of the Central Office. The regional offices’ balance sheets have been consolidated into a single centralized balance sheet in Kyiv.
“The second stage of centralization of the NBU regional offices has been successfully completed. We have already centralized the balances of 24 regional offices. Additionally, the balance sheets of the NBU State Treasury of Ukraine, Central Clearing House and Main Administration and Maintenance Office have been consolidated into a single centralized balance sheet,” said NBU Deputy Governor Vladyslav Rashkovan. “This enabled us to streamline and simplify the internal processes to the extent possible, boost the efficiency and enhance control over operations, avoid overlapping and rationalize expenditures”.
The NBU regional representative offices will ensure that the needs of all the regions in banknotes and coins of all denominations are fully met and maintain the operation of divisions responsible for handling enquiries from individuals and legal entities ("Single window”)
As of 1 January 2015, the regional offices employed a staff of 3,986. We are taking measures to streamline the functionalities and right-size the number of employees in regions. By the end of 2015, the regional staff will be cut by more than 65% as compared to the beginning of the year
According to him, the final stage of the project will see the centralization of functions of the Main Regional Office in Kyiv and Kyiv oblast and deregistration of all the regional offices.
At the first stage of the project, the functions of the NBU regional offices in Vinnytsia, Zhytomyr, Ivano-Frankivsk, Kirovohrad, Cherkasy, and Chernihiv Oblasts were centralized and their balances were consolidated into a single centralized balance.
The project involving the centralization of NBU regional offices network is planned to be completed in the spring of 2016.
