OREANDA-NEWS. November 16, 2015. The European experts, who analyzed the compliance of the Draft Law on electronic communications with the Acquis Communautaire, have positively evaluated the elaborated provisions and appreciated the visible progress in regulating this sector.

Concluding the results of the expert mission, Maurizio Mensi, the Professor of economic law at National School of Administration in Rome, Italy and Dieter Staudacher, the Legal Adviser to the Austrian Regulatory Authority for Broadcasting and Telecommunications specified that elaborated Draft Law corresponds to the European standards and provides the necessary conditions for the development of the electronic communications sector. 

In the same context, a number of recommendations were made regarding the consumers’ rights and provision of high quality services to them. The discussions also referred to the access of disabled people to the electronic communications services, Internet connection speed test methods and personal data protection.

It should be mentioned that the Draft Law on electronic communications was elaborated by the Ministry of Information Technology and Communications in cooperation with relevant institutions. The provisions of the Draft Law contain the main rules and conditions for the activity in the electronic communications area, establish the policies and strategies framework for its development and ensure the compliance of the national regulations in this field with the relevant EU directives.

The expert mission was held during the period 9-11 November, 2015, within the Ministry of Information Technology and Communications, with the support of the European Commission through the Technical Assistance and Information Exchange programs – TAIEX.
