OREANDA-NEWS. Phillips 66 confirmed that it experienced a mechanical issue recently as it attempted to start a new fractionator at its Sweeny, Texas facility.

"We are working on repairs and expect to start up by the end of the fourth quarter," the company said. "The associated storage caverns and pipelines have been completed and are ready to support the fractionator."
