OREANDA-NEWS. October 13, 2015. On the eve of the World Post Day, celebrated each year the Government approved the Draft Law on Post promoted by the Ministry of Information Technology and Communications. The document will be shortly transmitted to the Parliament for consideration and adoption.

Arguing the need to adopt the law in the current version, Vitalie Tarlev, the Deputy Minister of ICT mentioned that it provides “harmonization of the national legislation in the field of postal services with the community acquis. The Postal law expressly comes to establish the rights and obligations of providers and users of postal services, promoting the fair competition and contributing to improve the quality of the provided services”.

 Besides the technical regulations and definition of the concepts characterizing the modern postal services, the draft provides the launch of the universal postal service, which creates necessary conditions for continuous provision of postal quality services and at an affordable price in all the localities of the Republic of Moldova.

At the same time, the document establishes the gradual liberalization of postal services market, giving to the economic agents the opportunity to provide correspondence transmission services. The National Agency for Regulation in Electronic Communications and Information Technology shall be designated as a regulatory body of the postal sector.

The adoption of the Law on Post shall be part of the National Action Plan on the implementation of the Association Agreement between the Republic of Moldova - European Union and shall ensure the compliance of the national legislation with the provisions of the Directives and European quality standards.
