OREANDA-NEWS. September 29, 2015. National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) published the announcement about the launch of the spectrum license auction for 16 licenses for the use of radio frequencies in 800, e900, 2100, 2600 and 3400-3800 MHz bands for the provision of terrestrial cellular mobile networks and services.

The auction is open to local and international legal entities, civil societies/associations of legal entities to submit their bids. Interested parties are invited to submit their applications and payment guarantees to ANRCETI, by November, 13, to the following address: 134 Stefan cel Mare bd., MD-2012, Chisinau mun., Republic of Moldova.

The application should be complemented with a candidate’s file, containing relevant documents as regards the candidate situation, among other, proving that the candidate fulfilled his state budget obligations, social insurance and special funds obligations, paid taxes and applicable contributions and that the candidate meets the participation conditions: can prove that the average annual turnover over the past 3 years has been minimum 10 million euro, is not undergoing voluntary or judicial dissolution proceedings, or other insolvency proceeding, is not part of another candidate’s group, etc. The candidate’s file shall also contain the initial bid, indicating the number of frequency blocks the applicant seeks to acquire from every available spectrum category.

The following sixteen spectrum licenses are available to auction: one license in the 800 MHz band, two licenses in the 900 MHz band, two licenses in the 2100 MHz, three licenses in the 2600 MHz and eight licenses in 3400-3800 MHz band. The licenses will be valid for 15 years from date of issuance, unless the license is issued to a provider who already holds a license for this frequency band. In such cases, the new license validity is synchronized with the expiry of the license held by the provider.

The starting bids for the auctioned frequency blocks are set up by Government Decree no. 316 of 02.06.2015.
