OREANDA-NEWS. September 21, 2015. Еhe 12th International Conference of the Association of Eurasian Central Securities Depositories (AECSD) was held in Almaty, Kazakhstan. The event was organized by the Central Securities Depository of the Republic of Kazakhstan. The conference’s focus was on the regulation of securities markets.

Traditionally, among the conference guests are professional securities market participants, representatives of international organizations and governmental agencies of the Eurasian countries. This year, specialists of the National Bank of the Republic of Kazakhstan, Kazakhstan Stock Exchange (KASE), Euroclear, Clearstream, Association of National Numbering Agencies (ANNA), SWIFT and other organizations presented their reports to the delegates.

National Settlement Depository (NSD), Russia’s central securities depository, was represented by Alexander Nazarov, Director, Head of Research and Development Department, Sergey Aristov, Director, Head of Client Relations Department, and Dmitry Ivanov, Head of securities accounts network management.

The delegates of the conference discussed the current status and outlook of the regulation of securities markets, the implementation of T2S in the Eurozone, the role of ANNA and ISO standards in international capital markets. The KASE representative shared an experience in the national equity market’s transition to the T+2 settlement system. Alexander Nazarov, Director, Head of Research and Development Department, NSD, presented a report on key changes in Russia’s financial infrastructure and legal framework in 2015, and highlighted the importance of the corporate actions reform and the creation of the Corporate Information Center on the basis of NSD.

The participants of the forum discussed the development prospects for the AECSD, issues of information disclosure and cross-border operations.

As usual, the AECSD carried out the annual general meeting (AGM) of its members as part of the conference. In 2015, three new members joined the Association: Merkezi Kayit Kurulusu A.S. (MKK), Turkey’s CSD, and two Indian central securities depositories Central Depository Services Limited (CDSL) and National Securities Depository Limited (NSDL). In addition, the members of the AECSD made a decision to admit Clearstream Banking and Russia’s specialized depository INFINITUM to the Association as observers.

The AGM participants considered reports on the AECSD members’ activities, the Association’s website and working groups development, the international cooperation through the World Forum of CSDs (WFC), and discussed further development plans. In particular, the AECSD members voted for the working groups’ restructuring which allows to increase their efficiency and broaden the discussion agenda.  

The AECSD members also proposed to amend the AECSD Resolution related to an opportunity to carry out the general meetings in absentia. At this time of rapid change, the Association has to make decisions as soon as possible, but its key executive body is still the annual general meeting.

It was proposed to hold the next AECSD conference and AGM in 2016 in Georgia. Following the discussion, this variant was approved as a basic one.
