New, simplified and streamlined procedures for the clearance of vessels and cargo in Ukraine's ports come in effect
OREANDA-NEWS. September 09, 2015. There have entered into force deregulating measures adopted by the Cabinet of Ministers of Ukraine regarding procedures of registration of ships and cargoes in seaports of the country. According to the estimates of the Ministry of Infrastructure of Ukraine, simplification and approaching of the procedures to European standards will afford the business that uses ports to save billions hryvnyas annually.
Given that the Government directive on deregulation has entered in force, in the sea ports of Ukraine there have been significantly reduced the number of inspections of vessels and cargoes, and also involved in the aforesaid procedures regulatory bodies. In particular, the charge on board of vessels has been cancelled. From now on this procedure will be carried out only if there is documented a particular reason, at this cargo operations in ports will be held without delay.
The document also envisages a new procedure for the control of foreign vessels, whose route runs through several Ukrainian ports. So, the checks shall be conducted exceptionally by the entry port and an end port before leaving Ukraine’s territory by the vessel.
Apart from that, it has been introduced a connivance principle in the electronic document flow among ports, and also manual radiological control of cargo abolished in case of available stationary devices in the relevant port.
Among other novelties – the introduction of a new and improved procedure for inspection, weighing and scanning of goods delivered by sea and the like.
