OREANDA-NEWS. September 01, 2015. The goal is to create conditions for completing the construction of gas infrastructure facilities on schedule to connect new regional customers to gas distribution systems and to deliver gas to China.

Drafted by the Ministry of Energy in compliance with Presidential Executive Order No 414 of 10 August 2015  on Measures to Implement the Agreement between the Government of the Russian Federation and the Government of the People’s Republic of China on Cooperation in Gas Deliveries from the Russian Federation to the People’s Republic of China via the Eastern Route (hereinafter referred to as the Agreement).

The signed directive has approved the list of gas infrastructure facilities that are being built for the implementation of this Agreement (hereinafter referred to as the List).

The List includes six facilities: the Kovykta gas condensate field, the Chayandinskoye oil and gas condensate field and the oil fringe of the Botuobinskoye field, the Power of Siberia trunk gas pipeline, the Kovykta – Sayansk – Irkutsk gas pipeline, the Amur Gas Processing Plant (GPP) and a logistics centre to service helium containers.

The directive also authorises a comprehensive plan of measures for state support for the construction of the listed gas infrastructure facilities.

The comprehensive plan provides for the following:

- to draft and submit a legislative act to the Government to lease federally- or municipally-owned land plots for the project without a tender; draft a federal law to lease forest areas for the construction of pipelines without state cadastral registration until 2018; draft Government legislative acts to lift import duties from equipment that is not produced in Russia and to lift value added tax on equipment that is necessary for the construction of the listed gas infrastructure facilities;

- to draft a synchronised schedule for the further development of transport infrastructure of federal and regional significance for purposes of building gas infrastructure facilities;

- to prepare territorial plans for the location of gas infrastructure facilities;

- to create an interdepartmental working group on the implementation of the programme to build the listed gas infrastructure facilities.

These decisions will help create conditions for completing the construction of gas infrastructure facilities on schedule to connect new regional customers to gas distributionsystems and to deliver gas to China.
