CROC Supports Rosavtodor's Public Services
OREANDA-NEWS. CROC provides technical and maintenance support to the Unified State Register of Auto Roads (EGRAD) of the Federal Road Agency (Rosavtodor). The Register contains information about road lengths and owners and is used for making requested extracts as part of the public services. CROC's improvements allow auto road owners to enter and update information in the EGRAD by themselves using a special-purpose web service.
The Federal Road Agency maintains the register of Russian auto roads regardless of type of ownership in compliance with Federal Law No. 257, dated 08.11.2007.
The information system of the Unified State Register of Auto Roads is used for the recording and provision of auto road information to Russian public authorities, government bodies of Russian constituent entities, local authorities, and interested individuals and legal entities.
"Over the period of technical support provision, CROC has introduced several new features into the EGRAD. For example, formerly data was manually entered to information cards only by agency employees, who worked with paper documents submitted by owners from different constituent entities of Russia. However, now road owners themselves enter relevant data using a customized web service that significantly reduces employee time and effort and minimizes error risk as each information card is automatically entered into the register, only after it is signed with a digital signature," noted Yuriy Lakhin, Head of Land and Property Relations Department, Federal Road Agency.
The new functionality allows for the entry of more than 130,000 information cards into the system. In addition, in the case of any changes in road characteristics, owners can amend an e-card independently - a fact which significantly speeds up the data updating process in the system. However, in line with legislation, owners are still obliged to submit hard copies of new information cards to Rosavtodor.
"The new functionality of Rosavtodor's Unified State Register of Auto Roads is primarily designed to accelerate data submission and updating. In addition, the project involved the necessary integration of the system with the public services portal and the development of mechanisms to allow for integration with the State Information System of State and Municipal Payments (GIS GMP) for the provision of a paid public service. More than 15 CROC specialists, including engineers and managers, were engaged in this large-scale project," said Anna Ilyina, Large Account Director, CROC.
This project on development, maintenance, and technical support of the unified register of auto roads was not the first project implemented by CROC for the Federal Road Agency. CROC also developed and implemented an automated electronic inter-agency interaction system and a tool for visualization and progress control during the construction and reconstruction of auto roads and their structures, thus allowing for the connection of 35 Rosavtodor agencies.
