OREANDA-NEWS. May 28, 2015. The first package of Government bills to reform the healthcare system is a step towards building a new European quality system of medical services, stressed Prime Minister of Ukraine Arseniy Yatsenyuk at a Government meeting on Wednesday, May 27.

These draft laws were presented by Minister of Health of Ukraine Oleksandr Kvitashvili at the meeting of the Cabinet of Ministers.

Arseniy Yatsenyuk called the health care reform one of the core ones: "Post-Soviet medicine has actually ceased to exist, but there hasn’t been built a new quality system by now”.

The Prime Minister stressed that for health purposes it is allocated 7% of GDP. And although it is similar with an average European expenditure level, public expenses on health "are completely ineffective", emphasized Arseniy Yatsenyuk.

The first package of laws on reforming the healthcare system, he stressed, envisages “financing exceptionally specific medical services": "The state pays only for what should be paid - for a quality service that meets the medical protocol, and the price for this service is determined in accordance with the standards established by the Ministry".

Arseniy Yatsenyuk emphasized the necessity to provide an opportunity for hospitals to receive additional funding: "On the one hand, it is necessary to give quality service for a patient and on the other - decent wages for a doctor and any other medical institution employee".

According to the Head of the Government, the new system should become “the first significant step towards reforming of the entire medical system, to ensure the patient to receive quality services and the physician to receive appropriate salary".

Arseniy Yatsenyuk stressed in the matter of health reform there is the need to mobilize support of Parliament.
