Moldovan PM continues consultations with civil society
OREANDA-NEWS. Prime Minister Chiril Gaburici today met representatives of civil society and organisations specialised in economy and finances. A week ago, he talked to the associative environment about his plan on anti-corruption measures, and today.
Gaburici came up with his own opinion about the economic situation in the country and in the financial-banking sector. He presented a string of initiatives on improving the situation and ensuring sustainable economic development, as follows in one of three priorities of government: national unity, law supremacy and sustainable economy.
The premier announced a string of measures, planned for short and medium term, meant to improve business climate. Among them were: reducing the number of authorizations, by at least 30 per cent, implementing single office, simplifying process of offering construction licenses, as well as permits for trade.
The premier said ombudsman institute for business environment was to be set up in the nearest future. It will be aimed at promoting interests of business environment and law supremacy on the matter.
The government will extend the coverage area of electronic public services in order to reduce the direct contact between employee and beneficiary, minimise corruption, as well as to ensure transparency of interaction with state representatives.
In the same context, the list of institutions included on the website: www.controale.gov.md will be supplemented. There will be placed information on control scheduled by the state institutions. The State Fiscal Main Inspectorate will be among the first public authorities included in the list.
The set of measures also sees radically simplifying of reporting and creating one set of electronic reports, which will unify information due to be unveiled for different state institutions.
Also, the participants tackled the need to industrialize the country and create adequate conditions as regards infrastructure, in order to draw foreign investors, as well as to develop local investments. To this end, the revision of law on industrial parks is underway.
Another initiative is related to measures for supporting and encouraging employers to create well-paid jobs.
Touching upon the log-term measures, the premier noted: unification of the Fiscal Service with the Customs Service into one institution, transparent privatization of commercial property belonging to the state, reducing taxes for business and tightening penalties for violation of fiscal legislation. At the same time, the fiscal system will be improved and adjusted to international standards.
"Main approach, we have in promoting reforms, is transparency. Transparency in any sector limits corruption and ensures quality services. Therefore, we insist on e-government services, register of controls, clarifying the rules, publishing the names of founders of all Moldovan companies", the premier said.
For their part, the participants in the meeting presented their proposals and suggestions. They proposed to work out an anti-crisis plan to strengthen the state institutions, especially, the regulatory ones.
Executive director of Expert-Grup centre Adrian Lupusor said that the discussion had been productive. "It is a very good signal in the government's openness for opinions from outside", the expert said.
