OREANDA-NEWS. May 21, 2015. This was discussed at a meeting between Vice Prime Minister - Minister of Regional Development, Construction, Housing and Utilities of Ukraine Hennadii Zubko and Director the European Energy Community Secretariat Janez Kopa?.

Hennadii Zubko said that the Ministry of Regional Development approved a National Energy Efficiency Action Plan to 2020, which should be approved by the Government.

"The Energy Community has considered this project and supported it completely," Janez Kopa? informed.

Janez Kopa? has assured that the Energy Community supports steps undertaken by the Government of Ukraine in the preparation and development of legislation in the field of energy efficiency.

However, he noted that the Energy Community expressed a number of comments and suggestions on the bill On Energy Efficiency in Buildings owing to non-compliance of its provisions with requirements of the EU Directive on the energy efficiency of buildings.

Hennadii Zubko made a proposal to agree the text of the bill with the requirements of the relevant Directives during the preparation of the bill for the second reading in the Parliament.

In particular, the parties agreed that the requirement to provide mandatory certification of energy efficiency of buildings, which are transferred to the ownership or lease holders, may be delayed in the law for a specified period.

"First, it is necessary to create a civilized market with transparent conditions for providing such services in Ukraine and only then introduce it mandatory provision," Hennadii Zubko underlined.

The Vice Prime Minister of Ukraine said that the Government can submit this bill to the Parliament at the current session.

The participants of the meeting also discussed the preparation of the draft Law of Ukraine On Effective Use of Energy Resources, which in particular proposed to introduce energy labeling and standardization, energy audit and management.
