OREANDA-NEWS. May 12, 2015. The President of Ukraine signed laws that envisage holding large-scale thermo-modernization of public institutions and provide guarantees of repayment funds to investors.

Relevant draft laws on the introduction of mechanisms of energy service contracts in budgetary institutions were adopted by the Verkhovna Rada of Ukraine on April 9, 2015.

To encourage companies providing energy services to attract investment shall be relevant long-term budgetary obligations.

It is assumed that the savings on utility bills, due to the introduction of cost-effective measures, will be returned to the investor.

Nowadays around 100 thousand budgetary institutions require thermo-retrofitting, that will allow to economize in 2020 up to 200 million cubic meters of gas and other resources annually.

Investments in energy efficiency of the budgetary sphere are needed in the amount of EUR 4.4 billion.

The approved mechanism will allow the private sector to draw investment in the energy efficiency of public institutions, to create an energy service market, thousands of new jobs and to increase revenues to the budgets of all levels.
