Government protects foreign automobile concerns from currency risk
OREANDA-NEWS. The government is preparing a new mechanism of support for automakers with production, localized in Russia, several sources in the market told to Kommersant newspaper. The Ministry of Economy confirmed that they were preparing amendments to the order about industrial assembly that would "reduce the negative impact of the economic crisis in the Russian automotive industry." They will affect more than 70 companies - both automakers, which assemble vehicles in Russia under government regulation 166 of 2005, and component manufacturers, which import parts with 0-5% duty under regulation 566 of 2006. Amendments are planned to be adopted by the end of the second - beginning of the third quarter.
Without amendments, concerns may fail to fulfill their localization obligations and forfeit duty-free component import. Duties for vehicle and component imported without industrial assembly agreement come up to 15%. According to the latest data, localization level at Ford Sollers (plants in Yelabuga, Vsevolozhsk and Naberezhnye Chelny) is 40%, Volkswagen Group (enterprise in Kaluga) localized 42% of production, Renault Russia in Moscow - 75%, and Nissan plant in St. Petersburg - 39%.
