OREANDA-NEWS. Moldova ICT Summit 2015 started  its works today, April 29, with a ministerial session on the issue of cyber security. In the presence of members of the Parliament and Government, ambassadors, IT experts, development partners, representatives of the academic environment and civil society the Minister of Information Technology and Communications Pavel Filip proposed the Draft Cyber Security Programme for public discussions.

„The new technologies facilitate the development processes, but at the same time expose us to a new range of security risks. In the world, losses caused by cyber-attacks are constantly growing, reaching USD 298 per individual in 2013. To prevent and reduce these risks the Ministry of Information Technology and Communications drafted the Cyber Security Programme”, Pavel Filip stated.

The project provides complex actions aimed at ensuring the safety of processing, circulation, storage, preservation and accessibility of data in the digital space. “We expect to have an efficient public debate process, attract external expertise in order to assess the comprehensiveness and quality of the proposed measures, and subsequently submit this draft programme to the Government for approval”, Minister Pavel Filip pointed out.

The launch of the document for public discussions was welcomed by the officials present at the Summit. “This event is of particular importance, and the ICT sector could essentially contribute to a sustainable and rapid economic development in the Republic of Moldova. We are committed to develop the information technology at the State level and implement the e-Parliament in a year”, Andrian Candu, the President of Parliament declared. 

The ICT sector is developing impetuously. In 2014 this sphere registered a growth of  2,4% representing 8% of GDP, and is capable of moving forward”,  Prime Minister Chiril Gaburici considers. “ The MITC came up with very good initiatives to enhance the competitiveness of the ICT sector and make it more flexible. These initiatives include: the Radio Frequency Spectrum Management Program, implementation of technology neutrality, and today the draft law on IT parks shall be examined within the Government session” the Prime Minister specified.

The development partners of the republic of Moldova appreciate the efforts the MITC makes to ensure a safe and harmless digital space, specifying the importance and necessity of a systemic and complex approach.

Minister Pavel Filip encouraged all the competent institutions to provide proposals to the draft cyber security programme in order to have a well prepared policy document that shall be based on the best European practices and consider the needs at the national level. At the end of the session, to mark the 150th anniversary of the International Telecommunication Union (ITU) the postage-stamp “The 150th anniversary of the signing of the first International Telegraph Convention and the creation of ITU” was launched.

During two days, April 29-30, over 1000 summit participants will discuss ICT issues within six thematic sessions: ICT4Development, ICT4Entrepreneurs, ICT4Education, ICT4Business, ICT4Society, ICT4Professionals.

Moldova ICT Summit is held every spring for the 15th year consecutively, starting as ComInfo annual exhibition and technical-scientific Conference BIT+. Since 2009 it was reformatted in Moldova ICT Summit and is organized by the MITC jointly with the National Association of ICT Companies and in cooperation with the development partners.
