OREANDA-NEWS. On April 1st, it was launched two new programs at once of state support for the domestic auto industry, developed by the Ministry of Industry and approved by the Government of Russia. For their implementation in the current year from the federal budget it will be allocated 4 billion Rubles.

Along with the extension for 2015 the launched parc renovation program in the last year (in 2014 it permitted to sell more than 188 thousand cars), from April 1, entered into force two new programs, to stimulate the demand for the products of the domestic auto industry program - preferential car loan and preferential leasing.

"The combination of two new programs developed by the Ministry of Industry and Trade is designed to create a unique offer for customers in the domestic car market in the crisis”, - said the head of Ministry of Industry and Trade, Denis Manturov. – By extending the range of existing measures, we expect to lay a solid foundation for further development of the Russian car industry. Moreover, the positive effects from the government support will be felt by not only consumers and car manufacturers, but also by component manufacturers, dealers, as well as banking institutions and leasing companies. "

Both programs apply to cars produced in 2015. Under the terms of the first program, when you make an advance payment for the purchase of a car on credit in the amount of not less than 20% of its value, the interest on the loan will be reduced by state-subsidized amount of 2/3 of the key rate of the Bank of Russia on the date of the loan agreement. Thus, the service of taken today funds in loan will not exceed 15%. Action program of preferential car loan applies to passenger and light commercial vehicles weighing up to 3.5 tonnes and costing no more than 1 million Rubles that were not registered in accordance with the legislation of the Russian Federation.

Loans will be issued before the end of 2015 for a period up to 36 months. Participant of the program could be any Russian banking institution. Commercial banks themselves determine what model cars will be the subject to the terms of their benefit programs. From the federal budget, in turn, until the end of the year it will be allocated 1.5 billion Rubles, which will permit to sell up to 200 thousand cars.

The terms of the second program is to subsidize a part of the advance payment under contracts of leasing of vehicles of all categories with the legal and natural persons and individual entrepreneurs. Lost incomes of participating leasing companies in the amount of 10% of the price of vehicles (but not more than 500 thousand rubles per item of leasing and 5 million Rubles per lessee) will be reimbursed by the federal budget.

Participant of the program can be any Russian leasing organization, which concluded in 2014, no less than 100 lease agreements of vehicles. Leasing companies will also determine what car models could participate in the terms of their benefit programs. Ministry of Industry and Trade estimated that this measure will permit to sell in 2015 up to 16,000 vehicles, including cars, trucks and buses. As noted in the department, as part of this program, consumers - individuals - will appreciate the possibility of a new sales tool - operational leasing, which is gaining popularity worldwide.

Action of preferential lease extends to vehicles that transferred up to December 1, 2015 under a finance lease agreement, bought by the leasing company in 2015 that had no earlier registration in accordance with the legislation of the Russian Federation. It is essential that the contract was concluded for a period of not less than 1 year and a down payment on it is to be no less than 10% of the original price of the car.

Recall that in 2015, in addition to the recycling program, which allowed for the first quarter to sell additional 40 thousand units, there is implemented a number of other measures of state car industry in Russia. Among them, in particular, the allocation from the budget of 10.7 billion Rubles for the purchase of vehicles by the federal authorities, 3 billion Rubles for the program to stimulate demand for NGV equipment, as well as 600 million Rubles for the purchase of trams and trolleybuses by municipalities; allocation of 6.8 billion Rubles to subsidize by carmakers a part of the interest on loans taken for re-equipment and modernization of production.
