OREANDA-NEWS. March 31, 2015. The fourth session of the National Council of Reforms took place under the presidency of Petro Poroshenko. The session touched upon the following issues: implementation of reforms in agro-industrial and fuel-energy complexes, as well as implementation of the Association Agreement with the EU.

At the beginning of the session, the President has underlined the role of agricultural sphere in the economy of the state, which is one of the key export oriented units of the national economy in conditions of aggression against Ukraine. "When the aggression against Ukraine has destroyed the industrial potential of Donetsk and Luhansk region and caused the reduction of export in mechanical engineering and metallurgical complexes, agricultural sphere has become a locomotive of export revenues," Petro Poroshenko noted.

Therefore, the President has stressed the need for creating a favorable investment climate in the given sector.

The Head of State has drawn particular attention to the reformation of fuel-energy complex. He has called the adoption of amendments to the Law on joint-stock companies important, for they will allow restoring state control over the enterprises and establishing transparent system of functioning.

"In the near future, we will be able to achieve what was said at the beginning of coalition - transparent mode of state property management ," he said. Open and transparent tenders for the selection of managers of such enterprises, as well as participation of foreigners in public enterprises will facilitate this process.

"I think this is what the investors want to hear about Ukraine," Petro Poroshenko noted.

According to the President, such an approach must be applied in all vectors of state functioning and all strategically important enterprises. "This approach must be used not in separate enterprises, but in the entire fuel-energy complex. Deoligarchization must concern everyone," he stated.

Petro Poroshenko has also focused on the issues of struggle against corruption. According to the President, one of the most important steps that will prevent corruption is the introduction of electronic subthreshold public procurement."This is the evaluation of every minister. Let's see who is working efficiently in the introduction of electronic procurement nowadays and who wants to live in the old manner," he said.
