OREANDA-NEWS. March 30, 2015. The state program of preferential car leasing costs 2.5 billion Rubles in 2015 will help to produce additionally in Russia 16,000 cars: 10,000 passenger cars, 5,400 trucks and 600 buses, calculated in the Ministry of Industry and Trade.

According to the newspaper "Vedomosti", subsidies from the budget will compensate for the leasing companies the part of the down payment - 10% of the value of the car, but no more than 500 thousand rubles per vehicle and not more than 5 million Rubles per one lessee. The subsidy shall not exceed the amount of the discount, provided under the lease agreement. It is expected that the program will work from April 1st – the corresponding draft decree is to be published on March 25th.

This year, because of the increased cost of credit and the ensuing increase in the cost of leasing services, sales of cars under the scheme almost stalled, and the decline in production of cars in Russia continued, the representative of Industry and Trade explains the need for a program. Leasing is the main driver of sales, but now it is practically inaccessible to customers with account of the significant growth rates, which occurred due to the growth rate of the Central Bank, said earlier the representative of "GAZ Group".

About the support of this mechanism, along with other instruments of state automobile industry for a sum of 25 billion Rubles (state program of upgrading of the car parc and preferential car loan, extension of public procurement, and so on) was announced earlier by Prime Minister, Dmitry Medvedev.

Estimated conditions of the state program of preferential car lease will be effective, said a representative of KAMAZ: for example, heavy truck, manufactured by the company, costs in average 2.5 million Rubles. The program will be interesting, first of all, to corporate clients, said the analyst of "VTB Capital", Vladimir Bespalov. In this field of cars it can be, for example, taxi companies. Effect for manufacturers of passenger cars will be negligible, unlike plants, producing trucks and buses, the expert continues. But now for the market, which continues to decline, it is important any support measure, he adds. According to the agency "AUTOSTAT", in 2014, sales of passenger cars in Russia fell by 10.3% to 2.49 million units, LCV – by 15% to 140 thousand units, trucks - by 21% to 88,000 units, buses - 25% to 11 thousand units.
