OREANDA-NEWS. Ministry of Industry and Trade of the Russian Federation plans to change the rules of subsidizing for Russian automakers of costs and support warranty for cars of "Euro-4" and "Euro-5".

As it was stated in the relevant draft government decree, it is about, in particular, the replacement of quarterly subsidies by monthly ones, as well as a ban on the conversion of the received subsidies in foreign currency. Moreover, if earlier the size limits of subsidized costs differed depending on the location of production facilities (manufacturers in the Far East and the Kaliningrad region could count on large subsidized cost), and also depending on the share of certain categories of vehicles in total production, then now it is set a single size limit of subsidized cost, says the agency "Finmarket".

So, for cars with an engine up to 2 liters class "Euro-4" the size limit of subsidized cost is 24 thousand rubles, "Euro 5" - 26 thousand rubles; for cars with an engine of more than 2 liters - 40 thousand and 45 thousand rubles, respectively. Those limits are designed for off-road cars and trucks weighing no more than 3.5 tons.

The maximum amount of subsidized costs for trucks with full weight less than 6.5 tons of class "Euro-4" is 60 thousand rubles, "Euro-5" - 65 thousand rubles; full weight from 6.5 to 8 tons - 135 thousand and 145 thousand rubles, respectively; from 8 to 12 tons - 170 thousand and 180 thousand rubles, respectively; from 12 to 20 tons - 140 thousand rubles and 200,000 rubles, respectively; more than 20 tons - 200 thousand rubles and 400,000 rubles, respectively.

In addition, it is set size limits of subsidized costs for maintaining of jobs. For example, if the number of produced cars by enterprise per a year does not exceed 4100 units, the size limit is 50 million Rubles; from 4100 to 8300 - 125 million rubles; from 8300 to 16600 - 250 million rubles; from 16600 to 33000 – 333,400 million rubles; more than 33000 – 666,700 million rubles.

For manufacturers of other categories of vehicles the maximum amount of costs is set at the level of 233.4 million Rubles, if the company produces up to 4,100 cars; from 4100 to 8300 - 700 mln. rubles; from 8300 to 16600 – 833,400 million rubles; from 16600 to 33000 - 1 billion Rubles; more than 33000 - 1 billion 333,400 million rubles.

Authors of the project say that changes in the rules for subsidies granting caused the entry into force of technical regulations of the Customs Union "On the safety of wheeled vehicles", a drop in production vehicles "because of a sharp decline in the purchasing power of individuals and legal entities”, and therefore "it was increased risks of stop or complete cessation of production at the largest enterprises of automotive industry”. "In this connection, for rapid response to negative trends in the domestic market of vehicles it became necessary to increase the frequency of payments to producers from quarterly to monthly without increasing budgetary allocations and limits of budgetary obligations, approved for the Ministry of Industry in Russia for this event", - the document says.

It was also adjusted terms of applications from producers for grants and the terms of their consideration by the Ministry of Industry and Trade.

The cancelation of the territorial differences is explained by the need to prevent "significant distortion of the competitive environment”.

"Due to changes in the period of grants from quarterly to monthly, the limited amount of costs and the number of produced vehicles have been reduced three times”, - the document says.

"Approval of the proposed changes will reduce the financial burden on the Russian manufacturers in terms of the fall in demand for automotive products, and it will also reduce social tensions and decline in employment in the industry, by keeping jobs in the automotive and related industries”, - believe in the Ministry of Industry and Trade.
