Dmytro Shymkiv: Ukraine and EU work over the project to monitor the successfulness of reforms and the implementation of the Association Agreement
OREANDA-NEWS. February 11, 2015. Deputy Head of the Presidential Administration Dmytro Shymkiv informed on the establishment of new joint project with the European Commission – the monitoring of successfulness of the implementation of reforms and the fulfillment of the Association Agreement between Ukraine and the EU.
"The project of monitoring of reforms is being elaborated jointly with the EU's Delegation to Ukraine. The concept is to be presented at the session of the National Council of Reforms," Dmytro Shymkiv informed at the briefing in Kyiv. D. Shymkiv has noted that there were a lot of critics regarding communications in the implementation of reforms, monitoring and control over the changes.
The Deputy Head of the Presidential Administration has informed on the progress of reforms in Ukraine. February 11 is the deadline for applications to the post of Director of the National Anti-Corruption Bureau. The contest commission expects about 100 packages of documents from the nominees. Dmytro Shymkiv is confident that the commission will not delay the election of three nominees for the final consideration and approval.
February 9 was the deadline for applications to the post of Head of the Project Office for Coordination of Elaboration and Implementation of Reforms. "We expect over 70 applications. The contest is to be finished by February 20," the Deputy Head of the Presidential Administration has emphasized. According to him, the contest commission of 7 members has been formed. It includes 4 representatives from the EBRD and 3 representatives from the Executive Committee of Reforms: Dmytro Shymkiv, Head of the Verkhovna Rada Committee for Foreign Affairs Hanna Hopko and Minister of Economy Aivaras Abromavi?ius.
Dmytro Shymkiv has also informed on the progress in the introduction of e-government and e-procurement system. According to him, project "Digital Ukraine" and a series of legislative initiatives are aimed at "unblocking the usage of modern technologies by the public authorities". Particularly, the pilot project of e-procurement has been launched last week. Public announcement on the beginning of procurement will take place on February 12 with participation of all the participants of the project.
The Deputy Head of the Presidential Administration is hopeful that this week, Verkhovna Rada will consider draft law "On the Accounting Chamber" initiated by the President. "The draft law has been elaborated with consultative support of the European Commission and the World Bank. The project takes into account the provisions of the world-recognized international standards of INTOSAI and the best practices of the EU countries," Dmytro Shymkiv noted.
