KAMAZ, which since December of the last year is working part-time, four-week, is asking to allocate from the federal budget 260 million Rubles in 2015 for the maintenance of employment of the employees at the expense of public works. The director of KAMAZ for interaction with bodies of state power, Mikhail Matasov, informed the newspaper "Vedomosti" by adding that the requested amount was formulated on the basis of 10 thousand people, who might be interested in such work. The average number of employees of KAMAZ for the first 9 months of 2014 was 36,662 people, the fund of wages - 9.47 billion Rubles, stated in the company's quarterly report. Earlier KAMAZ asked to allocate about 150 million Rubles, but the former amount was formulated on the basis of six months, said Mr.Matasov.

As in the 2009 crisis, public works for staff is supposed to organize in the territory of KAMAZ, says the Director of the Department of Public Relations of company, Oleg Afanasyev: this repair, beautification of the area, working with archives. Public Works will help to keep the staff in the fall of the market and, consequently, the production, he explains. In 2014, the Russian truck market declined by 20.5% to 88,040 units, sales of KAMAZ (the market leader) - by 17.2% to 26,371 vehicles, according to the data of the agency "AUTOSTAT".

According to Mr.Matasov, the necessary documents for public works are prepared by the Government of the Republic of Tatarstan jointly with Russian Ministry of Labor. With all approval procedures, the first money may come in May, so KAMAZ is considering the possibility of an earlier public works - from March, for which it can direct its own funds with subsequent recovery, he says.

Totally in 2015 for additional measures to reduce tensions on the labor market, Russian regions will receive from the federal budget subsidies for 51.8 billion Rubles, according to the January government statement. Events on specific enterprises will be reflected in the regional programs, commented the representative of Ministry of Labor: "Inter-ministerial Commission, which will consider regional programs and make decisions on them, will start in March."

Interest in state support of its employees is expressed by other major automakers, whose staffers in the crisis of 2009 were also involved in community service. "We start with the regions to develop programs for submission to the Ministry of Labor," - said the representative of "Sollers". According to him, UAZ is working normally, but taking into account the market situation it is not excluded in the future the transition to a temporary part-time work week.

A source close to AvtoVAZ, said that while the company has no plans to recruit employees in public works. In the crisis of 2009 employees of the plant, which were taken from the staff of the company, participated in public works. In January of 2015 AvtoVAZ informed about the planned reduction of 1,100 employees (with a total staff of 52,000 people), but most of people can leave by mutual agreement with the payment of bonuses in 3-5 salaries.

The question of public works for the staff in 2015 was not discussed yet, noted the representative of Ford Sollers (the company also applied this approach during the crisis of 2009). Now the joint venture plant in St. Petersburg is working part-time week, enterprises in Tatarstan - as usual, he explains.
