The UIMC is developing a system to monitor and forecast the situation in Russia and around the world

OREANDA-NEWS. Work on the hardware and software is being carried out by leading specialists from Management Systems Holding, a part of the United Instrument Manufacturing Corporation. The systems are intended for operational monitoring through the media and social networks for the political, economic, and social situation in Russia and around the country, as well as the public mood and reactions to various events and emerging issues in society and the economy.

"With the help of our systems, a number of important tasks have been solved: a presentation from officials in the Russian Defense Ministry on information about the most important events in the country and abroad, modeling scenarios for the environment, and the preparation of proposals to management in automated fashion," said CEO of Management Systems Holding, Andrey Riznyk."We have developed proprietary algorithms for automatic data collection, processing and classification, as well as models of peer review and possible scenarios. The system allows one to collect information, compile and process the request in a logical and semantic search. It runs continuously in real-time, processing open sources of information, and thus, at any time, provides the latest data on requests for information, whether about the situation in the Far East, or anywhere in the world.''

Unlike most monitoring systems, our hardware and software systems do not only analyze a printed text and digital TV, but also broadcasting and work with materials from a live broadcast. The system also detects images and is able to identify people and objects, count scrolling text, and work on radio spots.

"We are implementing cross-language support, that is, the ability to analyze sources in different languages, not only in Russian,'' said Andrey Riznyk. Our system is able to select the flow of information from world media messages that relate to a specific request, to translate foreign text, analyze it and include data in the statistics and the final material. In other similar systems no possibility exists for high-quality translation from a foreign language. The same goes for the quality of automatic speech to text translation. To solve these problems, we have taken existing programs and adapted them for our tasks. In the initial stages of our hardware and software systems we will work with 5-6 languages. In the future the number can be increased on demand."

Since the main objective of the system is to form an outlook of the day, in the selection of sources, the emphasis is on-line information: news media and websites, social networks, blogs. In social networks, the system analyzes the frequency of statements on topics of interest.

"The final product of the information system is multi-level, consisting of information units so that information is available to the user in any form," said Andrey Riznyk. - The upper level contains a summary of analytics, general conclusions about requested situation analysis reports, and the selection of options to solve problems. Mid-level offers more detailed information, including charts, graphs, reporting, and forecasting the development of the situation. At a lower level, one can trace the periodicity, frequency, and the speed of updating information for a place or event down to a specific message, which is included in the statistics. One can also view a needed file, TV programs, or text messages in the media. With this system, clearly trends can be seen in specific regions of the country and the world."

The software-hardware complex provides an opportunity to further expand the functions, tasks, and volumes developed by sources. Currently, prototyping and preparation for preliminary tests is being completed. The project is scheduled for mid-2016. The system will operate in conjunction with other software systems of the National Defense Management Center.
