OREANDA-NEWS. The government has formed a preliminary list of anti-crisis measures to support the automotive industry by the results of of last Monday's meeting with Prime Minister, Dmitry Medvedev.

According to the newspaper "Kommersant", to stimulate demand, the government proposes to extend the state program of recycling of cars for the second and third quarters, which will take 20 billion Rubles. Another 5.1 billion Rubles can be allocated for federal executive authorities to update the fleet (it is planned to buy 3.5 thousand cars assembled in Russia until the end of the year). The plan includes the subsidies to the regions for the purchase of NGV vehicles for 3 billion Rubles, approved by the Prime Minister in December. And it is provided the support for agricultural producers - State will subsidy discounts for it in amount of 2 billion Rubles and it will contribute 2 billion Rubles to "Rosagroleasing" on preferential leasing.

As a result, the list of anti-crisis measures does not include radical ideas, offered by the Ministry of Economy - mitigate conditions of "industrial assembly", conclusion of new agreements with foreign auto companies and the resumption of the program of preferential car loan. Sources say, at another meeting of the Prime minister with the representatives of industry it was raised the idea of limiting exports of steel due to the strong rise in prices for steel for railcar and automakers, but this idea was not supported, too.

Auto market participants were not surprised in terms of the absence of radical measures. According to one of the interlocutors, the delaying of entering to the planned level of localization within the "industrial assembly" and the possibility of extending of the SKD could "bury the intent of these agreements." Preferential car loans should be administered only under the sponsorship of a large part of the credit rate, but it would be difficult to find sources.

Meanwhile, the car market is preparing for a further drop in demand and it plans as long as possible to avoid layoffs, but in this case, apparently, without state aid they cannot do it. Thus, KAMAZ has already issued an order of imposing a three-day working week from March 2nd to May 24th. In addition, the plant sent a letter to the Prime minister, requesting 152.1 million Rubles for the "financing of community service on the basis of the minimum wage for 2015". KAMAZ explained that the plant will go to the "three-day" only "at worst" - everything will depend on market conditions. In a letter to the Prime Minister it was stated that in November of 2014 the average salary of employees of KAMAZ (excluding heads) fell by 19.4% compared to October, and in the first half of 2015 it is expected to decrease by 25% (compared to November of 2014) while 23% of employees receive wages below 10 thousand rubles.

Vladimir Bespalov from "VTB Capital" notes that the situation in the car market will correct only the growth of commercial demand, and if it will not be, "any program only will smooth the problem, but not solve them." But he does not expect cuts in the next few months, "recently, almost all companies have made the optimization of staff."
