Kazakhstan to Improve Selection System of State Officials
OREANDA-NEWS. January 23, 2015. Kazakh Agency of Public Service and Anti-Corruption proposes to improve the procedure for selection of state officials in the administrative corps "A". This has been stated by the head of department Kairat Kozhamzharov during the "round" table in the CCS dedicated to the improvement of the civil service.
"Complicated testing program has led to the fact that many valuable professionals with management skills and practical experience, are often unable to undergo this procedure due to lack of only 1-2 points on one law," K. Kozhamzharov said.
In this regard, it is necessary to consider the issue of reviewing the existing testing procedure and the adopting new approaches to the assessment of candidates upon their selection.
"I want to emphasize that we do not dispute the institution of testing knowledge of the law. In our view the test results on the knowledge of the laws should be taken into account in the final stages of the competitive selection when professional and personal qualities of the candidates are considered and the final decision of the Commission is made. Agency proposes to improve the selection order in the administrative corps "A," K. Kozhamzharov said.
He also added that the first set of mass proportions was related to the need for a simultaneous replacement of all posts of this corps.
"Now, after reaching the main objectives and the renewal of the managers, it is advisable to change the approaches to recruitment of personnel reserve," K. Kozhamzharov concluded.
