OREANDA-NEWS. January 22, 2015. Adjustment of budget expenditures related to the global economic crisis will not affect the program "Nurly Zhol - Path to the Future". This has been announced by Kazakh Vice Minister of National Economy Timur Zhaksylykov during the briefing at the Central Communications Service under the President of Kazakhstan.

"The work on refining the list of these projects is going on now. In general, there is such approach in the global crisis and foreign economic shocks, which you all know, it is necessary to optimize budget and, as usually happens in such moments, funds will be directed mainly to complete the ongoing projects and correct financing of those projects that have not been started yet," T. Zhaksylykov said, answering journalists' questions.

In the development of the theme, he added that the results of this work will be announced later. "You know, that the Head of state in his Address announces the launch of a program of infrastructure development "Nurly Zhol". There is a large number of new facilities to be built. The Government considers how and what investment projects that may not have the priority nature of those which have not been started yet, need to be optimized to adjust the budget expenditures," he said.

"It will not affect the objects of the program "Nurly Zhol". We can not still specify the objects, because this work is being carried out," the representative of the Kazakh Ministry of National Economy assured.

Negotiations with Vietnam on a free trade zone with Kazakhstan will be completed approximately in the first half of 2015.

"A large number of countries, more than 30, have expressed their desire to enter into negotiations to establish a free trade zone. In general, this is a very important course in the integration process as it expands markets for our businessmen," T. Zhaksylykov said.

He explained that due to the free trade zone Kazakhstan can get more privileged access to the markets of those countries with which it is planned to sign the agreement.

"What is a free trade area? It means when we open our own market and in exchange get a privileged access to the markets of those countries with which we enter into such agreements. At the moment we carry on negotiations with Vietnam in the active phase. I think that the negotiations will be completed in the first half of this year," T. Zhaksylykov said.

According to him, representatives of other countries also show particular interest.

"In addition, negotiations are being held with the countries of the European Free Trade Association, it includes four countries. Negotiations with New Zealand are going on. In addition, a number of countries want to join the negotiations, for example, Turkey, India, Israel, Egypt, and many others. Also 10 countries from Latin America expressed the desire to enter into negotiations," Vice Minister summed up.

Inspections of small and medium-sized businesses in the first half of 2015 will be held only on the complaints of consumers.

"According to the law planned inspections this year may be carried out only in respect of entities that are not subjects of private enterprise, and only in the first half of 2015. After this period there will be a transition to the new system of risk assessment. In fact, only unscheduled inspections on complaints and appeals of individuals and legal entities are possible to be conducted against entrepreneurs in the first half of 2015, and from the second half inspections based on the RMS will be carried out only in those areas where they will be developed, and only against potential offenders," T. Zhaksylykov said.

He explained that a new method of risk assessment systems in controlling state authorities will be developed and submitted to the Administration of the President under the further execution of the Presidential Decree from February 27, 2014 "On drastic measures to improve the business environment in the Republic of Kazakhstan" before April 2015.

"For now the project methodology has been developed and is being worked out in a specially created for this purpose working team, which includes representatives from all relevant government authorities and the National Chamber of Entrepreneurs," he sai

According to T. Zhaksylykov, this methodology will have framework nature and will be the basis for the development of the departmental risk management systems based on the sectorial specific character by each state regulatory and supervisory authority and they need to be developed in the first half of 2015.

We shall recall moratorium on inspections of SMEs was valid in Kazakhstan from April 2, 2014 to January 1, 2015.

Terms of business registration have been reduced to 1 hour in Kazakhstan.

"As for the conditions for the establishment and termination of private entrepreneurs, the law has reduced registration time to 1 hour and the requirement of a minimum share capital in the amount of 100 tenge has been canceled. Mandatory requirement of a seal has been canceled," Kazakh Vice Minister of National Economy Timur Zhaksylykov confirmed.

According to him, liquidation procedure has been simplified, when a taxpayer terminating activities, has the right to choose – to eliminate by the liquidation audit held by tax authority, either through making conclusion by auditor.
