OREANDA-NEWS. The number of state orders for the supply of cars in Russia for eleven months in 2014 decreased by 28%. In October and November the number of orders has increased due to the devaluation of the ruble and a leader in public procurement is the Central Federal District. Public procurement of vehicles in 2013-2014 was investigated by experts of GC "Association of electronic trading platforms."

As the Chairman of the Board of Directors of GC "Association of electronic trading platforms" (AETP), Konstantin Mikhailenko, said, in December of 2014 the trend of increasing of public demand for cars remained. Despite this, the number of authorized public contracts for the supply of vehicles in the current month is less by 11% (on December 23rd) compared to the last year indicator, writes "Za rulem.RF."

In January-November of this year, government customers announced 9728 tenders, while in the same period of the last year the figure was 13,578. The amount of funds allocated by government agencies and departments for the purchase of cars was 29 billion Rubles in 2014, which is less by 9% than in 2013.

It is worth noting that the most noticeable drop in public demand for cars was at the beginning of the year. Thus, in the first quarter of 2014, it was announced 3 times less of tenders than in January-March of 2013th. This is probably connected to the entry into force of the law on the contract system from the beginning of the year. At that time, state clients have not adapted yet to №44-FZ and they tried once again not to engage in procurement.

In the second and third quarters of 2014 the number of public contracts for the supply of vehicles has increased significantly, but it was still inferior to the same period of the last year - by 29% and 14%, respectively. Fly in the ointment was added by the aggravation of relations between Russia and the West, which pushed the Russian government to tighten legislation on public procurement of foreign cars. Recall that in the summer of 2014, Russian Prime Minister, Dmitry Medvedev, signed a bill, which is introducing a ban on public procurement of vehicles and equipment produced abroad.

In October and November of 2014 the number of announced tenders for the supply of vehicles was as close as possible to the previous year, by giving it 12%. Such an increase may be due to the increase in traditional public demand at the end of the year, and higher prices for cars in January of 2015 due to the devaluation of the ruble.

In 2014, the distribution of the number and volume of state orders for the supply of vehicles in the districts of Russia unchanged virtually in compare with the previous year. Thus, the Central Federal District kept the lead and the number of announced tenders (26.5% of the total number) and the volume of funds allocated for the purchase of motor vehicles (65% of the total). The smallest number of trades for the supply of cars this year was held in the Ural Federal District - 7.8%. Their share in monetary terms was 4% of total public procurement.
