Bidders are allowed to bid for one or more lots. Bid evaluation shall be carried out on a lot by lot basis and contracts are awarded lot by lot accordingly.
2. The SJSC “Uzbekenergo” now invites sealed bids from eligible and qualified bidders for supplying the above mentioned equipment.
3. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: published in May 2004, revised in October 2006, May 2010 and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

5. Qualification requirements:
(a) Sound financial status
The Bidder shall furnish documentary evidence that it meets the following financial requirement(s): The bidder shall submit audited balance sheets or if not required by the law of the bidder's country other financial statements acceptable to the Employer for the last 3 years to demonstrate the current soundness of the bidder’s financial position and confirmed by relevant authorities.
(b) Experience and Technical Capacity
LOT 1
In case the bidder who is a Manufacturer or the Manufacturer who has provided Manufacturer’s Authorization must have manufactured, tested and supplied similar type of materials specified in the "Schedule of Requirements" over the last five years in amount of 5000 ton.”
LOT 2
(i) In case the bidder who is a Manufacturer or the Manufacturer who has provided Manufacturer’s Authorization, must have manufactured, tested and supplied the goods, similar to the type specified in the "Schedule of Requirements" at least 3000 ton of steel aluminum wire and 300 ton of ground wire for HVL 220-110 kV or substation 220-110 kV for the last 5 years. Further, the Manufacturer should be in continuous business of manufacturing products similar to that specified in the schedule of requirements during the last five years prior to the bid opening and at least 50 % of the above quantity in satisfactory operation for more than 2 years.
(ii) In case the Bidder is not a manufacturer, then the Manufacturer who has provided Manufacturer’s Authorization should meet the above requirement and further the bidder shall furnish documentary evidence to demonstrate that the Bidder has successfully supplied at least 50 % of the Quantity indicated in (i) above cumulatively over the last five years.
LOT 3
(i) In case the bidder who is a Manufacturer or the Manufacturer who has provided Manufacturer’s Authorization, must have manufactured, tested and supplied the goods, similar to the type specified in the "Schedule of Requirements" at least 20 000 polymeric insulators and 100 000 glass insulators over the last five years for HVL 220-110 kV or substation 220-110 kV. Further, the Manufacturer should be in continuous business of manufacturing products similar to that specified in the schedule of requirements during the last five years prior to the bid opening and at least 50 % of the above quantity in satisfactory operation for more than 2 years.
(ii) In case the Bidder is not a manufacturer, then the Manufacturer who has provided Manufacturer’s Authorization should meet the above requirement and further the bidder shall furnish documentary evidence to demonstrate that the Bidder has successfully supplied at least 50 % of the Quantity indicated in (i) above cumulatively over the last five years.
The manufacturers of metal roll and hardware, cables and ground wires, Linear- coupling fittings and insulators must hold valid ISO 9001 quality certificates.
The Bidder should furnish a Reference List with information on the supplies and satisfactory performance for the past 5 years, including contact details (phone, fax, e-mail, address) of previous clients.
The Bidder shall furnish documentary evidence to demonstrate that it meets the above mentioned experience requirements and warranty service;
(c) The Bidder shall furnish documentary evidence to demonstrate that the Goods it offers meet technical specification requirements provided in section VI “Technical specifications”
If the bidder fails to meet above mentioned requirements his bid may be rejected. Preference to goods manufactured in the Purchaser's country is applied. Additional details are presented in the bidding documents.
6. A complete set of Bidding Documents in English, Russian may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee of 200 US dollars or an equivalent amount in a freely convertible currency, Uzbek sums for both documents. The method of payment will be transfer to account provided below. The Bidding Documents will be issued after receipt of funds in the below-mentioned bank account.
7. Bids must be delivered to the address below at or before, January 8, 2015, 10:30. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below on January 8, 2015, 10:30. All bids must be accompanied by a “Bid Security” in a form of bank guarantee in amount of 100 000 USD for lot 1, 20 000 USD for lot 2, 20 000 USD for lot 3 or an equivalent amount in Uzbek sums or in another freely convertible currency.
