OREANDA-NEWS. The bill introducing a new mandatory payment - an environmental levy – was passed to the Federation Council on 24 December.

This charge is not a tax and, as such, is not subject to Part I of the Russian Tax Code. Furthermore, it will not be administered by the Russian Federal Tax Service (FTS).

This is a framework bill, which describes the principles, regulation, requirements and other aspects of waste management. The specific levy rates to be charged have not been set yet, but the date of first payment is already slated for 15 October 2015.
