Foreign Observers' Opinions about Electoral System of Uzbekistan
OREANDA-NEWS. For the upcoming on 21 December, more than 300 representatives of foreign states and international organizations will observe elections to the Legislative chamber of the Oliy Majlis of the Republic of Uzbekistan, regional, district and city Kengashes (Councils) of people's deputies. UzA correspondents met with some of international observers who came to our country and asked their opinions about the election process.
Yoshiko Kawabata, Professor of Tokyo University of agriculture and technology (Japan):
I got acquainted with all legislative enactments on elections in the Republic of Uzbekistan and amendments thereof. In your country, the electoral system that fully meets international requirements has been created with the purpose of the practical enforcement of electoral rights of citizens.
I was convinced that your people live in anticipation of the elections. Most of the published media articles, aired TV and radio programs devoted to the election, on the streets and the buildings put up posters with information about the candidates and slogans urging voters to vote. I witnessed the speeches of the representatives of political parties and candidates on television, their pre-election campaigning and debates. All these serve to empower voters to choose a worthy candidate.
In accordance with the legislation of Uzbekistan, the number of women should not be less than thirty percent of the total number of candidates nominated by a political party that is a practical result of large-scale works conducted to improve the social-political activity of women. It is one of the successes of the electoral system in your country.
Yevgeny Sloboda, head of the Department of the CIS Executive Committee:
The representatives of our mission familiarized themselves with the conditions created at the electoral stations in the Republic of Karakalpakstan, Tashkent city, Tashkent, Fergana and Samarkand regions. In all polling stations held preparations at a high level for the upcoming elections.
In Uzbekistan made a lot for the conduction of democratic elections. The mission of CIS observers participated in the previous elections to the Parliament of Uzbekistan. National electoral legislation during the past period has made considerable progress and meets the highest democratic standards. Guarantees of citizens’ free expression strengthened.
Boris Kandov (USA):
In the years of independence, Uzbekistan has achieved tremendous success in all spheres. Steadily increasing people's welfare and increases the authority of your country in the international arena. It testifies the accuracy of the path of development chosen by Uzbekistan. The reforms held in Uzbekistan to build a democratic state and strong civil society are worthy of high praise.
After reviewing electoral legislation of Uzbekistan, I received a complete response to the questions interested me. Particularly noteworthy are the improved electoral system of your country and a great job carried out in ensuring the rule of law and equity. All the necessary conditions for voters have been created in Uzbekistan. My attention was attracted by many members of the younger generation among the candidates. It attests a lot of attention paid to the youth in Uzbekistan.
