OREANDA-NEWS. December 12, 2014. Rental housing issuance for young families under new housing program will be changed in Kazakhstan. This has been reported by Vice Minister of National Economy Kairbek Uskenbayev in the Senate of the Kazakh Parliament.

"It is expected that somewhere 50% will be provided for young families. Proposal on the new family parameters was brought up, we also change them at this time. If minimum age for young families is set up 29 years according to the Zhilstroysberbank program, but now we think that this limit should be raised, because now young people start a family late. We want to raise the limit to 35 years," K. Uskenbayev said at an enlarged Committee meeting of the Senate of Kazakh Parliament on Economic Policy, Innovation and Entrepreneurship Development, where draft Law "On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on housing relations" was considered in the second reading.

He said that the program will be accepted approximately before the year is out. Housing construction will start in 2015. "It is expected that the state program will be adopted before the end of December, and all the parameters will be identified there," he added.

"We are carrying out the program for young families through Zhilstroysberbank system now, and we see that the total number of those who wish to apply, their age – get ahead the options that exist now. So the parameters are being reviewed in the new program," Vice Minister summed up.

Speaking with Address to the Nation "Nurly Zhol - Path to the Future" at the enlarged session of the political council of the party "Nur Otan" in November 2014, President Nursultan Nazarbayev stated the need for the construction of rental housing, designed for vulnerable segment of people, for those who are not able to pay the initial fees and high interest rates of banks.

Additional 180 billion tenge have been allocated for these purposes in 2015-2016. The total volume of funds for the construction of rental housing will be about 250 billion tenge – that is 145 billion tenge from the National Fund, previously planned 29 billion of the program "Affordable Housing 2020", obligations of Kazakhstan Mortgage Company in the amount of 50 billion tenge and 25.8 billion tenge from other sources . It is expected that 1.5 million square meters of housing will be built.
