OREANDA-NEWS. "No victory over corruption until the core of corruption remains in the judicial, prosecutorial and law enforcement system. I appeal to the Parliament to adopt a new law on the judicial system and status of judges and to conduct the full re-attestation of all 9,000 of Ukrainian judges," Prime Minister of Ukraine Arseniy Yatsenyuk stressed, presenting the Action Program of the Government at the Parliament on Thursday, 11 December.

The Government also proposes to return to the Supreme court those powers that will make it the highest court: "According to Article 124 of the Constitution of Ukraine, the Supreme court of Ukraine is the highest court. Over the last ten years, the Supreme court has being gradually deprived of the key function – the right to pass legal and fair judgment. A number of special courts were created. Unfortunately, in some cases, you cannot call these courts special, but rather closed joint stock companies".

Thus, the Cabinet of Ministers proposes to establish "not a four, but three-tier court system and to do its utmost to provide direct access of the Ukrainian citizens to the court: "People should not come to Kyiv in order to protect their rights. Local courts should have the full powers to resolve such disputes. For this purpose, the relevant amendment shall be made both to the Constitution of Ukraine and other procedural laws. "

Arseniy Yatsenyuk also reminded that the Interior Ministry approved a concept paper on reform of the Interior Ministry: "In order to implement this concept a bill on the national police would be submitted to the Parliament," he said, noting that there will be a discussion on this bill within the coalition.
