BARMW Project Presented to Investors in London
OREANDA-NEWS. December 11, 2014. Kazakh delegation headed by Kazakh Minister of National Economy Yerbolat Dossayev introduced the concept of the project Big Almaty Ring Motor Way (BARMW) in London at the headquarters of the European Bank of Reconstruction and Development (EBRD).
"Project BARMW - one of the largest non-commodity infrastructure PPP projects, funded by the private sector. The total investment amount is estimated at about 700 million dollars only in its construction," Yerbolat Dossayev said at a meeting with the international investment community.
Minister stressed that this project "leverages one of the important advantages of the geographical location of Kazakhstan, which is located at the intersection of the main corridors from Asia to Europe".
In his speech Yerbolat Dossayev emphasized on the most important provisions of the annual Address of President Nursultan Nazarbayev to the people of Kazakhstan "Nurly Zhol - Path to the Future", the main indicators of economic development of Kazakhstan, the new investment legislation, the prospects of business operations in our country with the creation of the EAEU and accession to the WTO, as well as large-scale complex of measures of state support of foreign direct investments. The project team BARMW provided information on conditions of competition, including technical, economic and legal aspects of the project.
BARMW length, which will run on the territory of Karasai, Ili and Talgar districts of Almaty Region, is 66 km, with a capacity of 38 thousand cars per day. BARMW is part of the international corridor "Western Europe - Western China", the construction of which will relieve the city streets of Almaty from traffic, especially transit freight vehicles. The project envisages construction of a highway with 4 and 6 traffic lanes of technical category "1a" with asphalt concrete pavement, 8 crossings and other constructions, as well as intelligent transport payment system.
In July 2012 the Ministry of Transport and Communications, the International Finance Corporation (IFC) and the EBRD signed a memorandum "On technical cooperation for the implementation of the concession project in the road sector of the Republic of Kazakhstan". Construction BARMW was selected as a pilot project in the framework of this memorandum. According to the signed memorandum EBRD and IFC will provide technical and legal assistance in the selection and attraction of concessionaires capable of managing large-scale road projects, tender procedures.
Currently there are 30 PPP projects in sectors such as transport, health, education, prison system, urban infrastructure, culture and sport totaling 2.7 billion US dollars in Kazakhstan at various stages of readiness. The main pool of active operations falls into regions, it's 25 out of 30 projects, amounting to 1.6 billion dollars.
