OREANDA-NEWS. December 08, 2014. Within a month the Ministry of National Economy of Kazakhstan will develop and submit for consideration to the Head of State a draft state program of infrastructure development for 2015-2019.

This has been announced by Kazakh Minister of National Economy Yerbolat Dossayev during the board meeting devoted to the implementation of the President's Address to the People of Kazakhstan "Nyrly Zhol - The Path to the Future".

Speaking to the staff of the Ministry, Yerbolat Dossayev stressed that the Address describes concrete projects with the necessary amounts and sources of financing (note: 3 billion dollars will be allocated from the National Fund annually for implementation of New Economic Policy "Nyrly Zhol" for the period 2015-2017).

"New Economic Policy "Nyrly Zhol", as the Head of State said, would be counter-cyclical. In short, it means increase in state spending during periods of economic slowdown and containment during periods of high economic activity. Secondly, New Economic Policy will focus on the continuation of structural reforms in our economy. It is increase in competitiveness, productivity, improvement of the economy structure and its ability to produce new goods and services. Therefore, new investments from National Fund will be used to further transformation of the economy. First of all, it is development of transport, energy, industrial and social infrastructures, small and medium-sized enterprises".

Minister said that in order to ensure contemporary implementation of the President's Address "Nyrly Zhol - Path to the Future" Ministry of National Economy has prepared a national plan, which consists of 25 measures. "This document provides for adoption of urgent measures for implementation of the Address, including the development of the State program of infrastructure development for 2015 - 2019, which Ministry carries out," he said.

The draft State program identifies 7 main areas pronounced in the President's Address:

1) the development of transport and logistics infrastructure;
2) the development of industrial infrastructure and infrastructure for tourism;
3) development of energy infrastructure;
4) modernization of public utility infrastructure and networks of water and heat supply systems;
5) strengthening of housing infrastructure;
6) the development of social infrastructure;
7) support for small, medium-sized enterprises and trade activity.

The Minister stressed: "The relevant sections of the draft State program have been developed for each of the areas in which the basic mechanisms, activities, financial instruments and terms of implementation of priority projects are specified. The project of the State program will be submitted to the Head of State before the end of this month."

Board meeting was attended by Committee Chairman on Finance and Budget of Majilis of Parliament, the Member of Parliament Gulzhan Karagusova, Vice Finance Minister Ardak Tengebayev, Committee Chairman of the communication, informatization and information of Kazakh Ministry of Investment and Development Saken Sarsenov, State Inspector of the Department of State Control and organization-territorial work of Administration of the President Yerkegali Alimkulov.
