OREANDA-NEWS.  December 01, 2014. The delegation led by the Director of the State Agency for Antimonopoly Regulation at the Government of the Republic of Kirgizia, Bolsunbek Kazakov, had a meeting with the Head of FAS Russia, Igor Artemiev. The parties discussed cooperation between the two competition authorities, particularly, under the frame of the Interstate Council on Antimonopoly Policy (ICAP).

A meeting with Deputy Head of FAS, Anatoly Golomolzin, took place at St Petersburg International Mercantile Exchange. Deputy Head of FAS informed members of the delegation about performance, functional capabilities and specifics of oil products trading.

The Kyrgyz delegation also learned about the work of FAS Department for Control over Housing & Utilities, Construction and Natural Resources. Deputy Head of the Department, Alexei Matyukhin, described the system of placing information about organized trading, and outlined the purposes of developing torgi.gov.ru, capabilities and principles of its work.

Members of the delegation from the Republic of Kirgizia also met with the Head of FAS Department for Control over Public Procurement, Tatiana Demidova, who discussed the system of public procurement in the Russian Federation and enforcement experience of the Antimonopoly Service in this field.

At the present stage, Kyrgyzia pays special attention to enhancing public procurement efficiency; thus, Russian experience was very useful for their Kyrgyz colleagues. To study the issue in more details, the delegation visited “Sberbank-AST” electronic trading web-site to exchange experience in public procurement. It was decided to form a joint Working Group to encourage introduction of an electronic trading system in the Republic of Kirgizia.

Participants of all meetings expressed mutual readiness to continue cooperation and offer result-oriented support to each other.
